A $5 million Marvin Gaye park enhances one of Washington's poorest neighborhoods, which happens to be the community where the famous singer and songwriter grew up and became one of the city's major legends. Councilman Vincent Gray took the leadership in recommending that Gaye be honored in a style in which two other music legends are remembered-Duke Ellington and band leader Philip Sousa.
